Is there a World Court? Is there a War Crimes Tribunal? Do we still have a United Nations?

Did someone commit a crime, say a gas attack on civilians? How does one call the proper authorities!

Or does one appoint oneself as the police and start bombing and killing people?

Just wondering, what would the proper behavior be in a civilized world?

The World Court has no police Arm or military.
The War Crimes Tribunal has no police Arm or military.
The United Nations has no police Arm or military.

These organizations rely on member states to act with the necessary force in their behalf.

In a perfect world, should we empower the UN with a military independent of and superior to national militaries?

Should the World Court and the War Crimes Tribunal have the police and military power to enter a nation not in compliance with International Law, subdue their military, and arrest or kill the leadership in violation of the law?

How do we as a world decide on who gets the awesome power to be the elected world Leader?
