Simple solution: Declare that the money for war in Syria has been sequestered.
Wasn't that the deal? Defense gets sequestered as well as social programs? That was what was supposed to make the deal unpalatable to both sides, spurring them on to, y'know, do something. 
Everyone knew perfectly well ahead of time that defense* would be able to weasel out of it. Everyone, that is, except us. And we should have.
