2nd largest population of English speakers by country?

So the US has the largest population of English speakers. Care to guess which is #2?

It was obviously going to be one of the two - 10% of the population of either is probably more than the population of any first-language-English state, although I'd have to check that to be certain.

But there are about equal numbers of people in each, and I'm kind of surprised that a higher proportion of Indians than Chinese speak English. Possibly my mental image of China is based too much on the cities and not enough on the rural areas.
