Definition: "A warning shot (in nautical terms, often called a shot across the bow) is a harmless artillery shot or gunshot intended to call attention and demand some action." So, a slap on the wrist?

Interesting wording, and makes me think all the more that this is a man under virtual house arrest by his "advisors."

Of course no one is going to 'explode' the chemical munitions dump. You wouldn't even do that for a conventional explosives dump unless creating a 'big bang' was what you were after.
