Remember Kosovo?

"humanitarian bombing" did nothing to stop the hostilities. Civilian casualties were about 500, including several at the Chinese Embassy, which was mistakingly bombed. Hostilities were finally stopped with a NATO peace-keeping force which put boots on the ground. They are still there, almost 20 years later.
Syria likely to be worse. Many more civilian casualties, and boots on the ground a target for both sides determined to fight it out. Sometimes the best humanitarian action is to not escalate the situation and make it even worse.
