When discussing food assistance programs. Let's remember it's run by the


Agriculture Department to benefit agriculture. It's not run to benefit the people who receive the assistance to purchase agricultural products. When the Agriculture Department wants to provide more assistance to agriculture they loosen the rules for food assistance.

The fact that the people spending the benefits are hungry isn't a concern of the program, it's that the funds are spent on agricultural products.
