Bill Deblasio is JUST at 40% with 95% counted...

...subject to adding military, provisional and emergency ballots.

A recount of the machines will occur in 10 days if Thompson (26%) doesn't concede.

nb - for Thompson to win in a runoff, he'd need to double his current vote. Deblasio got more black votes than Thompson and more female votes than Quinn.
