so when it comes to chemical weapons

why don't countries treat them like cannabis plants and put a bounty on anyone that possess, uses, transports or has anything to do with them??

the possessor would lose everything they own because it could all be tied back to the weapons and any ill gotten gains would be forfeited to the country they were sold in.

To me it sounds like a big win.

As said, most countries in the world, including the U.S. have signed the treaty. The U.S. still has some that are awaiting destruction. (There is one site approved to destroy old chemical weapons and it takes time to do it safely.)

Syria and other countries that keep an arsenal don't buy on the market, they make them in their own factories and stockpile them for use. It is kind of hard to arrest a country.

Cannabis is a recreational drug, or a necessary drug, for individuals.
