Wisconsin S.B. 507 proposes single parenting as child abuse

February 23, 2012 - Introduced by Senator Grothman, cosponsored by
Representative Pridemore. Referred to Committee on Public Health, Human
Services, and Revenue.

An Act to amend 48.982 (2) (g) 2., 48.982 (2) (g) 4. and 48.982 (2) (gm) of the
statutes; relating to: requiring the Child Abuse and Neglect Prevention Board
to emphasize nonmarital parenthood as a contributing factor to child abuse and
neglect.


Analysis by the Legislative Reference Bureau

Under current law, the Child Abuse and Neglect Prevention Board (CANPB)
conducts various activities relating to the prevention of child abuse and neglect.
Those activities include all of the following:

1. Awarding grants for child abuse and neglect prevention programs that
promote public awareness of the need for child abuse and neglect prevention and that
provide community-based education and services for parents, children, and
families.

2, Awarding grants to family resource centers that provide parenting education
and referrals to other social services programs.

3. Administering statewide projects for the prevention of child abuse and
neglect.

4. In cooperation with the Department of Children and Families and the
Department of Public Instruction, promoting statewide educational and public
awareness campaigns and materials for the purpose of developing public awareness
of the problems of child abuse and neglect and disseminating information about the
problems of, and methods of preventing, child abuse and neglect to the public and to
organizations concerned with those problems.

Providing, for use in its statewide projects and for use by organizations that
receive grants from the CANPB, educational and public awareness materials and
programming that emphasize the role of fathers in the primary prevention of child
abuse and neglect.

This bill requires the CANPB, in conducting those activities, to emphasize
nonmarital parenthood as a contributing factor to child abuse and neglect.

For further information see the state fiscal estimate, which will be printed as
an appendix to this bill.


The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

Section 1. 48.982 (2) (g) 2. of the statutes is amended to read:

48.982 (2) (g) 2. Promote statewide educational and public awareness
campaigns and materials for the purpose of developing public awareness of the
problems of child abuse and neglect. In promoting those campaigns and materials,
the board shall emphasize nonmarital parenthood as a contributing factor to child
abuse and neglect.

7Section 2. 48.982 (2) (g) 4. of the statutes is amended to read:

48.982 (2) (g) 4. Disseminate information about the problems of and methods
of preventing child abuse and neglect to the public and to organizations concerned
with those problems. In disseminating that information, the board shall emphasize
nonmarital parenthood as a contributing factor to child abuse and neglect.

Section 3. 48.982 (2) (gm) of the statutes is amended to read:

48.982 (2) (gm) Provide, for use by the board in its statewide projects under sub.
(5) and for use by organizations that receive grants under subs. (4) and (6),
educational and public awareness materials and programming that emphasize
nonmarital parenthood as a contributing factor to child abuse and neglect and the
role of fathers in the primary prevention of child abuse and neglect.

are somehow abusing the kids. Though how they're going to prove that a single parent who was married but now divorced--with the other parent vanished--or a single parent who was widowed, or a single parent with the other parent, say, away in the military is somehow NOT abusive while the single mom ('cause you know this is aimed at single moms) is...I've no idea.

They really are pulling out all the stops against women this time around. Of course, they still want the unwed mom to give birth--not abort, right? As wouldn't that be the argument? Abort to avoid abusing the child?--all these crazies want single women to give birth and give up their babies.

Will Child Protection take away children from single parents and terminate their rights and adopt those children to married heterosexual couples? And no more adoption by single applicants? No single foster parents? No divorced single parents? No single parents due to death of a marital partner? If you DON'T have an abortion, have a baby, but are single (or abortion is made unlawful or unavailable), you're abusing that child or were neglectful by just giving birth?
