Justice wanted

Why doesn't President Obama declare our water pipes (the ones underground), Roadways and bridges

as states of emergency. We need these things repaired and since the Republicians are fighting like crazy wouldn't declaring these items states of emergency keep the Republicans from blocking these repairs.

It would help in two folds. FIRST we make sure these items would be safe for the american public and 2nd it would simulate the economy.
