It may not be illegal, and there may be no punishment, but he's a creep, nevertheless. Most male high school teachers deal with student crushes on them from time to time. The only proper response is a gentle, but firm rejection of any relationship beyond the teacher-student relationship. In my opinion, the same applies to college students and professors or instructors. It's ethically inappropriate. Period.
