a budget is passed and then individual appropriations are passed. it was like that forever up until fairly recently... this whole CR mess is simply because a budget hasn't been passed in years.

Based on an interview he did earlier this week where he blasted some idiot anchor for suggesting that "nobody was aware that defunding the NIH meant people involved in clinical trials might die, including children with cancer."

You cannot put anything past these nuts. I could see them wanting to split and agency up and fund one part or starve another part. The would unfund the parts of agencies that regulate. a business they down like.

I'm ambivalent. I can understand the rationale for not wanting to meet them on their terms after their stunts but I'm also curious to see how all the various congress critters would line-up to vote for things like education, Social Security and whatnot. Then I'd be curious to see who would vote for what when it comes to their sweetheart deals, oil subsidies, etc. in separate votes. Omnibus = anonymity = corruption

Piecemeal funding is an act of desperation and a publicity stunt so they can have an easy and convenient lie they can tell their lotus eating supporters.

as well as independent agencies - as separate departmental appropriations bills. But not cherry-picking an agency outside of its department-wide budget authority for a particular fiscal year - EXCEPT during those times when for emergency purposes, they used to do "Supplemental Appropriations" - usually over the summer.

Departments tend to leverage activities across their OPDIVs and have their agencies intertwined in projects for certain functions, which makes what the lunatics are doing right now, completely insane, as it stymies the Executive Branch from carrying out its duty to enforce the laws already passed by Congress and signed by the President. But then that is their goal anyway. Hoping for "failure".

while the budget itself is large, the actual funding came in individual appropriations bills... usually done per dept.

Then the government will be funded piecemeal for eternity. They will only agree to fund that which they approve of and they will have essentially 'drowned in a bathtub' the parts of the 'gummint' that they hate.

I really think this is what they hope for.
