Capitol Suspect Miriam Carey Believed Obama Electronically Monitored Her

The woman who led police on a high-speed chase near the U.S. Capitol before being shot dead had a history of mental illness and believed President Obama was electronically monitoring her Connecticut home in order to broadcast her life on television, sources said.

Sources told ABC News that Connecticut police had twice in 2012 been called by Miriam Carey's boyfriend, who reported the woman was delusional, acting irrationally and putting her infant daughter in danger.

Carey, 34, a dental hygienist from Stamford, Conn., was killed by police Thursday after trying to ram a White House gate and leading cops on a chase down Pennsylvania Avenue with her 1-year-old daughter in the car. The toddler was uninjured and placed in police custody.

According to sources Carey believed she was the "prophet of Stamford" and was capable of communicating with Obama.

By Lisa Zamosky

In today’s health insurance market, people buying coverage on their own often don’t have access to mental health and substance abuse services. In fact, according to the U.S. Health and Human Services (HHS), nearly 20% of people who buy a health plan outside of work have no coverage for outpatient and inpatient mental health services, and roughly one-third lack access to services for the treatment of substance abuse. When plans sold on the individual insurance market do provide mental health and substance abuse benefits, rarely is the coverage comparable to that for medical care.

Nearly 48 million Americans are currently uninsured, and roughly 1 in 4 has either a mental health condition, substance use disorder, or both.

The Affordable Care Act makes three important changes to insurance coverage for people dealing with mental health and substance use disorders.

Mental health benefits included. All new health plans sold through the health insurance marketplaces being set up under the law are required to cover a list of 10 categories of care. This includes mental health and substance abuse services. No longer will consumers be able to buy a health insurance policy that omits this type of care from its benefits package. According to a research brief conducted by HHS, this requirement of the law will extend new mental health and substance use disorder services to more than 5 million people who currently buy their own coverage or receive insurance through a small employer.

New benefits for people already covered. As I mentioned, among existing individual market plans that offer mental health and substance abuse services today, few offer them at the same level they do for medical care. The law will change that. Under the ACA, insurers must cover mental health and substance abuse services at a level that is comparable to those provided for medical care. The HHS report estimates that more than 30 million people currently receiving health benefits through plans they purchase on their own, as well as those who are covered through a plan offered by a small employer, will gain additional mental health and substance abuse benefits as a result of the law’s requirement.

New access to services. Of course, the law’s main aim is to expand access to health insurance and reduce the number of uninsured Americans. According to estimates by the Congressional Budget Office, by 2023, 37 million Americans are expected to gain health insurance – and therefore mental health and substance abuse services – either by buying a health plan through the Marketplaces or as a result of Medicaid being expanded to allow more people into the program.

At Fri Oct 4, 2013, 01:24 PM an alert was sent on the following post:

President Obama is electronically monitoring dkf's home in order to broadcast her life on TV
http://www.democraticunderground.com/?com=view_post&forum=1002&pid=3784118

REASON FOR ALERT:

This post is disruptive, hurtful, rude, insensitive, over-the-top, or otherwise inappropriate.

ALERTER'S COMMENTS:

This is way over the top. dkf is not a DU fav it appears but this kind of nonsense has no place on DU.

You served on a randomly-selected Jury of DU members which reviewed this post. The review was completed at Fri Oct 4, 2013, 01:30 PM, and the Jury voted 1-5 to LEAVE IT.

Juror #1 voted to LEAVE IT ALONE and said: Might of said hide but looked at the thread and it is in context with the thread. Not the nicest of sarcasm but I still read it as sarcasm.
Juror #2 voted to HIDE IT and said: At first I was going to leave it, because I thought there was a joke going on, since the comment was (I thought) sarcasm. Then I read the poster's comment, and looked closer - yes, this appears to be a personal insult aimed at someone Cali-Democrat does not care for, so she takes a common topic (NSA surveillance) and personally insults dkf with over the top verbiage and a tin-foil-hat to boot. This type of jeering/insulting commentary is inappropriate and makes DU ugly. Hiding to make DU a more courteous place. Hopefully Cali_Democrat will choose to put dkf on Ignore in the future, or chance losing her posting privileges. Hiding.
Juror #3 voted to LEAVE IT ALONE and said: No explanation given
Juror #4 voted to LEAVE IT ALONE and said: No explanation given
Juror #5 voted to LEAVE IT ALONE and said: Sorry... I don't see this as over the top at all. Leave. Ohio Joe
Juror #6 voted to LEAVE IT ALONE and said: I'm not understanding why this is way over the top. It's a joke, get it?

Thank you very much for participating in our Jury system, and we hope you will be able to participate again in the future.

Fri Oct 4, 2013, 02:10 PM

http://edition.cnn.com/2013/09/25/us/washington-navy-yard-investigation/index.html

Aaron Alexis was under "the delusional belief that he was being controlled or influenced by extremely low frequency electromagnetic waves" before he embarked on a bloody shooting rampage at the Washington Navy Yard, an FBI official said Wednesday.

The 34-year-old contractor, who until a few years ago had served in the Navy, spelled out this belief -- with the words, "My ELF weapon" -- in the sawed-off Remington 870 shotgun he brought into the military facility's Building #197 on the morning of September 16.

"ELF" refers to low-frequency electromagnetic waves, a technology used for submarine communications that conspiracy theorists believe the government employs to monitor and manipulate unsuspecting citizens, the FBI said.

"Ultra low frequency attack is what I've been subject to for the last 3 months," read a message obtained by federal authorities from Alexis's thumb drives, phones and computers. "And to be perfectly honest, that is what has driven me to this."
