Split the Congressional Republicans in half, and viola! Boehner and Obama are tied.

Or you could just say 42% blame Republicans and 32% blame Democrats for the Shutdown. Which they do.

Meanwhile, a quarter of voters blame “Republican leaders such as John Boehner” (25 percent) for the shutdown and about the same number point the finger at President Obama (24 percent). Some 17 percent blame “Tea Party Republicans such as Ted Cruz.” Just 8 percent blame “Democratic leaders such as Harry Reid.” Another 20 percent think all of them are responsible for the shutdown.

Next time I'd advise FOX to add even more names. Keep splitting the republican blame until desired result is achieved. Barack Obama is surely the individual person most blamed for the shutdown because it is perceived as him versus 'the republicans.'

For instance, I have no doubt that Obama would "lose" this poll (would be blamed by the highest number)...
