OMAHA, Neb. —Controversy and uncertainty surrounds Nebraska's 2nd congressional district as Rep. Lee Terry takes criticism for statements he made about taking his paycheck during the government shutdown at the same time Omaha’s City Council president considers running for office.

Democrats said they think they've got Terry on the ropes after his recent comment and apology about what he'll do about his congressional pay during the shutdown.

“I think it's a disgrace he shut down the government. There are people really hurting in this district,” said Joe Orsi.

Orsi was one of a handful of people who protested Tuesday outside Terry’s office.
