Paul Ryan: Here's How We Can End This Stalemate

The president is giving Congress the silent treatment. He's refusing to talk, even though the federal government is about to hit the debt ceiling. That's a shame—because this doesn't have to be another crisis. It could be a breakthrough. We have an opportunity here to pay down the national debt and jump-start the economy, if we start talking, and talking specifics, now. To break the deadlock, both sides should agree to common-sense reforms of the country's entitlement programs and tax code.

First, let's clear something up. The president says he "will not negotiate" on the debt ceiling. He claims that such negotiations would be unprecedented. But many presidents have negotiated on the debt ceiling—including him. In 1985, Ronald Reagan signed a debt-ceiling deal with congressional Democrats that set deficit caps. In 1997, Bill Clinton hammered out an agreement with congressional Republicans to raise the debt ceiling, reform Medicare and cut capital-gains taxes. Two years ago, Mr. Obama signed the Budget Control Act, which swapped spending cuts for a debt-ceiling hike.

So the president has negotiated before, and he can do so now. In 2011, Oregon's Democratic Sen. Ron Wyden and I offered ideas to reform Medicare. We had different perspectives, but we also had mutual trust. Neither of us had to betray his principles; all we had to do was put prudence ahead of pride.

the procedure for that would have been a conference committee, which the repugs declined to have any part of over the last few months. If they want a reasonable solution, or even a set of well-considered reforms, they should vote on a CR and seat a conference committee to work things out.

And defaulting on the debt is not in any way an appropriate threat to spur entitlement reform. The primary problem with "entitlements", in the long term, is economic growth. Which the repugs have been busy cutting off at the knees or otherwise crippling for the last 4 years. The whole threat over the debt ceiling is just another bit of the customary extortion, which takes the place of passing actual legislation under their reign.

Ryan reminds me of Wormtongue - he can craft a smooth sentence (if he actually wrote any of that himself), but its all wrapped around lies.

Prior to now, were there Republicans and/or Democrats threatening not to raise the debt ceiling and potentially cause us to default unless their demands were met? I don't think it happened in 1985 and I don't think it happened in 1997.

Also, Senate Democrats tried to sit down with the Republicans EIGHTEEN (or is it nineteen?) times THIS YEAR since passing a budget and NOTHING HAPPENED

WTF is wrong with these people and their perception of reality (and of how stupid and/or ignorant that they think the rest of us are)?

Entitlement programs: Start with subsidies and tax breaks for the oil companies. Take them all away because when you make "billions" in profits each year, you really don't need tax payers to give you "welfare". Next on the list, farm subsidies for rich corporate framers. Same thing, they don't need that "welfare" money, so take it away.

Now lets talk about tax reform: Go after all the offshore money the rich have been hiding so they don't have to pay taxes on it. Charge huge penalties on top of all back taxes they have been avoiding over the years. Then make new laws that would stop all the money from being hidden in offshore accounts. There would have to be a world wide effort for this, but many countries are already trying to work something out to stop the rich from hiding money.

Do these things first and see just how much money we can save instead of trying to take away medicare and SS. I am sure there are many other "entitlement" programs that the rich are taking advantage of so when all those have been "fixed" to prevent those crooks from getting their "welfare" money!

Do you think that republicans would even be willing to discuss these things?

Same bullshit that is bankrupting this country right now. The "tax code" is filled with loopholes for the wealthy. Based on the success of California, you need to RAISE the rates on the wealthy, get rid of the subsides to the least needy, and provide stimulus for growth - NOT to people who do nothing but execute micro-trades or speculate or who go around buying up companies, milking them, and then dumping the remains, but give it to people who actually manufacture something and provide a service beneficial to the average citizen.
