Honestly. The whole thing is incoherent. And he's just the messenger in a way. Koch money has driven this saga; it's not something he would have come up with on his own. He's selling someone else's product. The product sucks, and he knows it.

The only other possible motivation would be that he's trying to protect the Republicans in the House from having to cast an unpopular vote, in either case he's betraying his fiduciary responsibility to the nation.

John Boehner is (or would have been considereded to be in decades past) the best kind of dealmaker...a career congressman who knows the game, knows the players, and knows the limits of whats not only possible for both sides, but what kind of balance is actually good FOR THE COUNTRY.
He is in the quite enviable position of being able to be, right now, one of the most powerful and historically respected Speakers in Americas history, but he lacks the balls to go crack the heads of his own elected 'base'. I will elaborate later, im on my phone right now.
