When do furloughed workers lose their jobs?

Friend of mine is a computer programmer who contracts with NASA. Is there any blanket rule of thumb for how long it takes until they just start canning people or does it vary agency by agency and position by position?

I ask because there doesn't seem to be any end in sight for this bullshit and these are the questions that need answered.

BUT we cannot perform our jobs either. NOR can we take another job. This is essentially a lock out by the government.

What happens when they decide to stop coming to work?? I bet we see this nonsense settled very quickly when those cowards lose their police.
