(43,049 posts)communications from someone not in a congresscritter's district are universally ignored unless they contain a check.
The discharge petition is a little used but occasionally handy way to get a bill out of committee when the House leadership is stalling. It rarely works and is time consuming (no way to get a CR bill out before the credit crash date) but it's a possibility if the shutdown looks like it's going past the date of no return.
