It is all about disguising the pain so the shut down can just about go on indefinitely. Their idea is that they can bleed the country slowly enough over time to cut spending by stealth. They are now even saying that the shut down is not that big a deal. They are also saying, "See we don't really need government because no one notices the things that are gone and nothing has actually changed.

It proves that we can cut 800,000 employees and it won't matter. They are not essential anyway.
