2. It seems to depend on various things, as indicated in this blog post from David Coombs:

Additional Clarification on PVT Manning's Request
26 August 2013
... While PVT Manning wants supporters to acknowledge and respect her gender identity as she proceeds into the post-trial state of her life, she also expects that the name Bradley Manning and the male pronoun will continue to be used in certain instances ...

"These instances include any reference to the trial, in legal documents, in communication with the government, in the current petition to the White House calling for clemency, and on the envelope of letters written to her by supporters."

7. The "Bradley Manning Support Network" apparently tried to reduce potential confusion
Sat Oct 12, 2013, 10:59 PM
Oct 2013

by renaming itself the "Private Manning Support Network," only to be informed that this name-change was misleading in other ways. Again, from Coombs:

Additional Clarification on PVT Manning's Request
26 August 2013
... In response to PVT Manning's announcement, the Bradley Manning Support Network is changing its name to the Private Manning Support Network ...

Chelsea's Guardian Statement
09 October 2013
... although Chelsea feels she no longer has any military rank, and would prefer being addressed as "Ms." within any correspondence, she understands that the exterior of any letter will need to be addressed to Bradley E. Manning. She also understands and supports the continued use of her military rank by the Private Manning Support Network ...

The feature-list page of the Support Network still has this article-summary with link:

Announcing the Private Manning Support Network!
August 26, 2013
By attorney David Coombs and the Private Manning Support Network (formerly the Bradley Manning Support Network)
Additional clarification on PVT Chelsea (formerly Bradley) Manning’s request regarding her gender and name ...

which seems to show that Coombs signed onto a name change to "Private Manning Support Network" and that the network was using "PVT Chelsea (formerly Bradley) Manning" as a name, even after Manning had been stripped of rank and without any reason to think that "PVT Chelsea Manning" would ever appear in any documentation

And all news reports at the time Manning was nominated for a Nobel Prize refer to "Bradley Manning"

So both names are useful for websearch, with "Bradley Manning" required for historical websearch, and "Bradley Manning" will be need to follow any legal developments
