By a 16-point margin, 43 to 27 percent, voters blame the Republicans in Congress, rather than President Obama and the Democrats, for the government shutdown. However, a quarter of the electorate insists that both parties are to blame despite the fact this choice was not offered in the survey. Independent voters blame the Republicans by a 13-point margin, even though they are a conservative-leaning group in this survey, while moderates blame Republicans by an overwhelming 35 points.
