1. Because the house leadership is not Tea Party. They are Corporate Republicans.

They do not want a default (their favorite bankers would be mad). If Senate Republicans can send them a bill (preferably at the last minute) that was voted by a substantial number of GOPers in the Senate, they will likely put it on the floor, even if they do not push their members to vote for it.

However, if they cannot hide behind the Senate, it will be harder for them to do the right thing.

just as long as it's pro-Republican and pro-Rich People. They won't bring up the House because it's infested with GOP, and it won't look all too good that, in fact, Boehner is the last hope and he's not going to do shit for America.

with an overwhelmingly large bipartisan number and that Boehner can bring it to the House floor and let 40 Republicans use the cover of Senate Republicans to vote for the bill.
