miscellaneous bullshit raises 30 billion or so a day, sometimes double that.

So, there's money coming in, just not enough to pay all the bills. It's never happened before, but apparently would be blindingly complicated how to figure out what does or does not get paid so the checks don't bounce.

Except for the amounts of money involved, it's not that different from a household working out the monthly bills if family income takes a dive and credit lines were cut off.
