President Obama and the Democrats have negotiated the Affordable Care Act many, many times.
He negotiated with the GOP in its original creation, he worked from a model used by a Republican governor with principles from a Heritage Institute alternative to single payer.
He negotiated with Congress in getting it passed. The very Republicans who pushed for concessions (no public option) in exchange for support ended up not voting for it. It passed any way.
He negotiated its legitimacy with the Supreme Court
The President negotiated it with the American people in the 2012 election
The Dems and GOP have negotiated it 41 times in Congress.
At every negotiation, the Affordable Care Act was upheld. The GOP's point, as I understand it, is that the law is so patently evil, for reasons that are so clear they cannot be rationally articulated, that the will of the people and the Constitutional processes must be over-ruled by a tyrannical minority that knows better what the American people need that the people themselves, as ensconced by repeatedly defended Constitutional processes.
Now, they're threatening not just the continued funding of govermental operations, but the solvency of the United States itself for reasons they cannot fully articulate.
They're a bunch of drolling baboons, capable of throwing **** through the cage bars for reasons they themselves cannot determine.
