The President is guilty of nothing if he does nothing. It can not be his fault that the country will come to a halt if no bill is sent to him to sign into law.
I know the Republicans want to blame this all on the President but so far he has no dog in this fight, its a monstrous tug-of-war under the dome and the rope does not reach to the White House.

i.e.funding the military.
He has vetoed nothing (so far) and it's up to congress to pull it together to send him a bill.
Until then, ball is NOT in his court.
Technically at least.

If they can't rein in their own spending habits, why blame the President for it?
