It's a picture that shows a sequence of still pictures. Any number of those internal images can be edited, like any other digital image, creating a composition like this one. It helps that .gif is generally a low-fidelity image format, so the graininess / blurriness of the image editing doesn't cause problems with the composition.

...Or something like that. i've never been able to make or edit the damn things, myself.
