The senate actually amended the original House Bill and sent it back. So if they concur to the amendments, that means the House bill passes (which is the Senate bill).

I don't know what the vote to concur means. Does it mean that if passed, they will go ahead and vote on the whole shebang? What if the vote doesn't pass? Do they have some crappy House bill to vote on?

but this is the vote. The original Tea Party House Bill was HR 2775. The Senate took that bill, stripped all the crap out, and amended it with the current compromise. They then sent it back to the House. Now the House is voting to accept those amendments, and if they do, it goes to the President. The reason the Senate did that is that this sort of legislation must originate in the House:



All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills.
