She is initially seated at a steno machine. The actual stenographer returns, there is a brief discussion, and then she saunters to the podium and starts speaking and gesticulating before being removed.

According to Twitter. Diane Reidy is her name and here's the audio of the outburst. I hope she's okay. I'm sure she was under tremdendous stress.
