Why is this image extremely controversial?

"Reported today on Twitter that Anonymous has again targeted a Chinese government site as part of Operation Tibet, an action that opposes the censorship,oppression and human rights abuses of China’s regime and in support of Tibet’s true cause for independence. The site in question http://nbjbhip.gov.cn/index.html was at the time of this post offline. Many thanks to those individuals involved and appreciation to our friends on Twitter for alerting us to this latest action. http://tibettruth.com/2013/02/05/operation-tibet-strikes-another-chinese-government-site/
