State initiative or referendum movement.

May be the best way to get out the vote for the next election cycles. Issues that have popular support and will bring out the vote include the minimum wage, background checks for gun purchase, restrictions on fracking and medical MJ. All of these issues have popular support and being able to vote on them can bring out the vote by the majority that support them.
I can see this as a sure way to win for Democratic candidates in states with close elections. The only problem would be finding groups to invest enough cash to bring bring them to a vote by the people of each state that allows for referendums to make it to the voters.
