Lame Duck Presidents and Foreign Relations

My impression is that major foreign policy moves are more typical of second Presidential terms, while domestic achievements are first-term events.

Is that your sense?

Probable reason, if that is the case—a second term president cannot move domestic policy through Congress, and focuses more on the foreign policy sphere where he has more unitary power.

Alternate reason—foreign policy is more constricted by domestic politics than it might appear to be.
