They were anticommunist, and shared the RWers expansive view of what constitutes "communism", so they were A-OK with those dictators. Hell, with Pinochet, Kissinger backed his becoming one.

As affectionate as latin american men can be with one another when they greet each other, there is also a machismo issue. I don't really think that pose with Bush is very masculine for Noriega. It says a lot, not only that Noriega is sitting with hands clasped and legs crossed, but that Bush is in a mauling male pose.

The body language says quite a bit.

here's the real pic of Bush and Noriega. Bush is in exactly the same position, with same facial expression, and there's lots of room to insert another person.
