Gentlemen do not read each other's mail

Henry Stimson once said, "Gentlemen do not read each other's mail" in reference to decypts received by the Cipher Bureau during the commission of the Washington Naval Treaty of 1920.

Is his a naive declaration of ideology, or a practical means of geopolitical policy? Or both?
