Under the Republican plan, when there's a vote on unionization, all the workers who don't vote would be counted as voting "No" (even if they were sick or away on vacation or whatever).

They haven't yet actually tried it with women. Then again, I never thought they would revive the contraception debate, so let's not get complacent.
