It's a secret.

Frankly, it put me in mind of the one thing I remember hating about John Kerry's campaign in 2004. He kept saying, for months on end, "I have a plan"—on any number of subjects. But he never really said what the plan was. I thought it was odd, and one of the things what done him in.

If you have a plan, explain it.
