I think that many of these dogs have become part of the community. There are 'hotel dogs', 'train station dogs', etc. They are friendly and don't appear unhealthy.
There may be a problem with strays in the area. It could have been handled a long time before this and in a more humane manner.
Sochi is an armed camp.

The people of the Caucasus are practically under siege. Many are confined to their homes. Richard Engel reported that their had been a roundup of young men in Dagestan. Many terrorists have come from these areas. This brutal crackdown will accelerate that.

These are just some of the problems in the area. The concerns about the Olympic hotels and other Olympic problems don't even rate compared to these issues.
But hey. We'll just sit and make fun of the media's problems. That's the ticket.
For the record, I will support the athletes. Each of them has put in a tremendous amount of work to reach the Olympics. Never mind that some won't have family and friends present because of the possible danger.
However, I won't be counting medals or cheering all the way. This entire sporting event has made a complete mockery of the Olympic Charter.
Some are rushing to minimize the problems. Nothing to see here.
