1) He has what appears to be a taser drawn. Aren't tasers to be holstered and used only to subdue aggressive suspects?
2) He drops the "F"-bomb. Is such language now standard when police officers speak to the people they serve?
The answer is Yes.

I locked my keys in my car at a gas station once
Thank GAWD that it happened on the AF Base where I was stationed. I got into it after a while and all the time, no one stopped me from breaking into my own vehicle. It was at night and their weren't a lot of people around at that time.
Looking at that video, made me wonder what would have happened had I locked my keys in my own car OFF base and in eyesight of lots of people
I figure, pretty much the same thing that happened to the Black guy in the video.
