California - Water crisis solved?

Meant to post this several weeks ago when Cal. was really suffering from the drought. The recent rains made a small dent in the problem, but apparently not enough.

Article points out the role Cal. plays in being the nation's veggie provider and the amount of water to grow the most basic of things like almonds and lettuce.

The recent rains have only made it a slightly less dire drought. We would need good size storm systems every other week from now until June just to have an average year (and last year was also a dry year so an average year isn't enough.) Problem is, the long term forecast doesn't show that. In the SF bay area the heavy winter rains typically are over by March and the rest of rainy season involves only a few days with showers. So no, the water crisis isn't solved.

MOST of the rain we got (southern CA) runs straight into the ocean..

It has always befuddled me .. One would think that someone would have come up with a catch-basin scheme to hold what we do get..
