Fracking and earthquakes

Why is fracking permitted? It's now seems to be discussed as if it caused a SPECIFIC earthquake, not if it causes them at all.

I live in California, and in the past month, I've seen tv ads and have heard a barrage of radio ads talking about how beneficial fracking is. I'm starting to think that something is brewing politically (i.e., an upcoming proposition).

Anyways, the ads sound like these companies are defending themselves before anything major even happens.
