Think frog in heating up pot of water rather than spike. They need to maximize profits by draining our wallets at a rate that doesn't cause too many people to go electric or alternative.

The reasons that it would not dramatically decrease the price of gas are the same reasons it wouldn't dramatically increase the price of gas.

Price determines how much gas is produced.

Why would changing the transportation path of a relatively small amount of crude have a significant impact on US gasoline prices?

Current US consumption is around 18.7 million barrels per day.

Bringing Canadian oil to Gulf Coast refineries will displace a small fraction of imports.
