Reagan mandate that makes Obama mandate necessary

During Reagan admin. a law was passed making it mandatory that hospitals treat anybody that came to their doors.

This HELPED drive health insurance rates through the roof because ER care is 3 times more expensive than office care. Now we need a mandate that everybody pays for insurance or gets taxed for it.
I prefer Medicare Pt. E for everybody but OC is the bridge-hopefully.
