And that means one conserves one's time, I guess. Plus, why would you read a bill that's about 300 times the length of the Constitution and Declaration of Independence? All you have to do is this: pick randomly about 10 pages from the bill and see if they've violated one's own originalist/contextualist reading and go from there.
