Ky. state police won’t investigate teen’s fatal shooting despite cam video evidence

Kentucky state police declined to investigate the fatal shooting of a 19-year-old woman by a sheriff’s deputy, saying the Boone County sheriff had waited too long to ask for help.

Deputy Tyler Brockman shot and killed Samantha Ramsey in the early hours of April 26 as she tried to drive away from a party in a field along the Ohio River.

The deputy, who was investigating reports of underage drinking, said he grabbed onto the hood of Ramsey’s 2001 Subaru with his left hand and felt the car beginning to speed up – so he thought the driver was about to kill him.

a clearer explanation of why the Kentucky State Police declined to investigate.

Boone County Sheriff Michael Helmig asked Kentucky state police on Thursday to investigate the shooting to avoid “any cloud of wrongdoing,” but state police turned down the request.

They said current policy and protocol prevented them from running the investigation because too much time – 125 hours – had passed since the fatal shooting.

State troopers will, however, offer technical and investigative assistance in the case.


I do not condone the behavior of the officer who shot this young woman and if an investigation shows he acted rashly as it appears, he should face punishment. I do think that the impression left that the KSP refused to help and therefore, are involved in a cover-up is misleading.

Heaven knows we have enough issues with questionable police actions to add to them. After 125 hours, I assume the KSP felt too much time had passed to collect evidence accurately in the case. Let's hope that whatever assistance they do provide will bring justice for this young woman. If in fact, the officer thought his life and that of others was in danger as the article states, then he will likely not be charged. That fact won't change that he was wrong in killing her.

I, too, hope that the incidents of police actions across the US are somehow controlled, and wouldn't mind having the Federal government step in to investigate the hiring practices and training of police officers.
