Off the top of my head, it's a toss-up between Louie "Loony" Gohmert (R-TX) and Steve King (R-IA), "The Shame of Sioux City."
But I'm sure there are other shining stars in the Republican firmament, and I don't want to leave them out.

Generally when you refer to both Senators and Congressmen with relation to their both being members of the bicameral Congress you'd say "Members of Congress" to get around the ambiguity.
