the tuition freeze was made politically possible by the discovery that UW system had quietly, if not secretly, built a reserve of $648 million. The existence of the reserve fund wasn't disclosed until discrepancies were discovered when reconciling budgeted funds and UW-system accounting.

Public frustration about rising tuition costs is as common in Wisconsin as elsewhere in the US, but here we also have a strong tea-party sentiment with it's indignation about public spending.

Consequently, the revelation of the reserve fund easily triggered sentiment that the system wasn't being honest in its funding requests and was gaming the state. The reaction of the legislature was the reserve must be drawn down. They did it by freezing tuition increases and actually cutting tax-support to the UW system.

Whether you agree or not with the reaction of the legislature, consequences of dumb decisions almost always run down hill. IMO when looking for places to aim blame, the folks in the Chancellor's office who made the decision to build the "secret" fund can't be overlooked.

I kind of thought Wisconsin universities tended to be fairly liberal. Are the students protesting this?

With whatever the cheapest labor source you can find, probably undocumented immigrants you can exploit, and pocket the rest.
