Attitudes of cops:

St. Louis County, north of Delmar: Paranoid, racist, will pull over blacks for bullshit and whites assuming they are trying to score drugs, which is also mostly bullshit.

St. Louis County, south of Delmar: Paranoid, racist, will pull over blacks for bullshit. Laid back and easygoing with whites.

St. Louis County Municipalities: Varies greatly, most are speed traps, especially those whose jurisdictions cross highways/main roads, we have over a hundred of these in the county. Some, like cops in U-City are cool, others, like Florissant and Ferguson are assholes.

St. Louis City is a mixed bag, some are cool, some are assholes, racist or not, it depends.
