There were no Americans to defend. He did do a lot of humanitarian aid for people who made it to the refugee camps, like ethnic Chinese who were fleeing persecution and trying to get our borders opened up just a little to let the ones who wanted to come here do so.

Trying to keep that rapist / murderer / tyrant Reza Pahlavi in power, for one. Arming and sending training to right-wing Afghan militia in an attempt to overthrow the government in Kabul, for another. Starting those snuggly ties with saddam Hussein once re-seating the emperor of persia proved a lost cause. Tickling the toes of any number of Latin American dictators at the same time...

Jimmy Carter was no saint. It's just that a sinner like Reagan was the follow-up act and stole all the thunder of shitty interventionist policy for himself.
