The solders have an actual need for select fire weapons.
The solders have an actual need for armored infantry vehicles.
The solders come from a racially integrated organization. (this one strictly about the FPD)
The solders are not wearing masks to hide their identifies.
The solders are not attacking someone they have sworn to protect.
