2. I don't believe cruisers are assigned that way

at least not from my personal experience from doing some ride alongs with a suburban police department. In fact in some smaller departments the cruisers are probably being driven 2 shifts out of three if not all three.

3. I've never heard of police vehicles being permanently assigned

I'm not seeing how it's possible seeing as regular maintenence needs doing, they wouldn't want any vehicles sitting too long or any vehicles accureing more milage than others. I'm sure they wouldn't want vehicles being assigned so that they're being kept clean by some officers or trashed up by others. I know my local department officers just get whatever vehicles are currently available. They also have some new vehicles and some old ones. How to decide fairly who gets a new vehicle and who has to use an old one? Easier just to assign vehicles each shift according to what's available at the time.

Different departments might do things differently though depending on how many vehicles they have, what types and what condition they're in, etc.

In any case, the family will be suing this guy for wrongful death, you can count on that.

I suspect we won't get through the weekend without his being named.

And we shouldn't.
